    - Nothing about the handbook is gated in practice. The PDF and all 109
      Operations Vault files sit at public URLs with no auth (verified: 109/109
      return 200). The form captures an email; it does not protect anything.
      The PDF was previously undiscoverable only because its sole reference on
      the site was a `const BP_FILE` inside a <script> block — invisible to
      crawlers. It is listed below and linked from the page in static HTML.

  Not listed:
    - The 109 /vault/*.docx and *.xlsx tools themselves. They are public and
      indexable, but 109 office templates listed individually reads as
      thin/duplicate content. /operations-vault is the crawlable index that
      links every one of them, and it IS listed below — that is how they get
      discovered.
    - share-*.html. Those are fixed-size render sources for the PNG/PDF
      one-pagers ("Not a public page" per their own source comment), not
      destinations. They need noindex or removal from the server.
